Consultant- Business Analyst

About the Role:

As a business analyst (BA) in the Policy and Program Strategic Solutions (PPSS) practice, you will collaborate with team members to conceptualize, deliver, and support our clients through today’s ever-changing healthcare landscape. NYSTEC is considered a trusted advisor, providing subject matter expertise and analytic driven insights to support our clients with their healthcare program, systems, and policy challenges. NYSTEC has consulted on some of the largest Medicaid and public health initiatives and served in various roles across a multitude of New York State healthcare technology systems.

Your day-to-day role as a NYSTEC consultant will include supporting the New York State Department of Health (NYSDOH), Office of Health Insurance Programs’ (OHIP), Division of Data Services and Analytics (DDSA). As a business analyst, you will provide policy and business analysis, gather requirements, and devise data and technical solutions to expand the department’s capacity to provide data driven insights and analyses for multiple NYSDOH programs.

You will need to demonstrate the ability to problem-solve, take initiative on assigned projects, and work independently to provide based on client need. You will also be required to work alongside numerous stakeholder groups to elicit and document business requirements that pertain to program needs and current- and future-state planning.

For this role, you will be required to attend in-person meetings at the client site, at a minimum of once every two weeks, and at the NYSTEC office once a week.

Key Responsibilities

  • Creating key project documentation.
  • Planning agendas and scheduling meetings.
  • Updating presentation materials.
  • Working with stakeholders to identify programmatic needs.
  • Collaborating with the team to propose and build solutions by conducting research, gathering requirements, and designing and developing resources to meet the clients’ needs.
  • Using strong writing, documentation, communication, and analytical skills to meet project goals.
  • Assessing policies and procedures to identify programmatic requirements and business rules that will inform policy and program decision-makers.
  • Working with project managers to coordinate requests with competing priorities.
  • Supporting data analytic product management that helps end users with their program and enterprise data needs and use cases.
  • Executing and supporting project workplans and driving activities to meet critical project milestones and deliverables.
  • Analyzing and prioritizing requirements and identify associated risks.
  • Developing and maintaining reports for internal teams, clients, and external stakeholders.
  • Developing or supporting the development of tools to support the team, clients, and stakeholders.
  • Developing ad hoc written deliverables that meet the needs of the team and clients.
  • Coordinating meetings and collaborative sessions in support of the work plan, including convening requirement sessions.

About You:

Required Qualifications

  • Experience as a business analyst within healthcare, Medicaid, or other public sector programs, policies, or systems.
  • Strong critical thinking, problem solving, and analytical skills.
  • Experience writing, gathering, and maintaining business requirements and/or business rules.
  • Ability to develop relationships with stakeholders and to understand their needs through excellent listening and effective written and verbal communication.
  • Experience using and analyzing information or data to inform decision-making.
  • Proficiency with translating complex analytic ideas into actionable insights for different stakeholder groups.
  • Proficiency with Microsoft Office suite, with advanced Excel and Word skills.

Preferred/Desired Qualifications

  • Master’s degree in business, policy, technical, scientific, or a related discipline
  • Experience with Medicaid/Medicare policies and regulations.
  • Experience with systems development life cycle (SDLC) activities to manage, plan, design, implement, test and deliver information systems and strategies.
  • Experience performing research and interpreting policies, procedures, and guidance.
  • Experience performing data quality analysis to identify risks and opportunities.
  • Proficiency with Microsoft Access.

Education and Experience

  • A bachelor's degree in business, public health, health informatics, mathematics, public health, or a related discipline and two years of related experience. An equivalent combination of advanced education, training, and experience will be considered.

The pay range for this position is $60,334.00 to $82,959.80 per year.
